Iran president's inner circle has Western accent

TEHRAN, Iran (AP) ? Just days after Hasan Rouhani's election victory in Iran, his top advisers and allies gathered for a closed-door strategy session at a think tank run by the new president. The group, lugging spread sheets, notes and policy papers, also carried something new into the mix ? an array of degrees from Western universities.

Soon after Rouhani's swearing-in Sunday, he is expected to unveil key members of his government and give more clarity about his behind-the-scenes brain trust. In all likelihood, the core of his team will include figures whose academic pedigrees run through places such as California, Washington and London.

The Western-looking credentials of Rouhani's inner circle are no surprise. Rouhani himself studied in Scotland. What remains unclear, however, is how much they could actually influence Iranian policies and foster potential outreach diplomacy such as direct talks with the U.S. or possible breakthroughs in wider negotiations over Tehran's nuclear program.

"Studying in the West doesn't mean you would make concessions to the West," said Rasool Nafisi, an Iranian affairs analyst at Strayer University in Virginia. "What it does mean is that the level of understanding and ability to pick up nuances are much higher. The next step is seeing how much of that can translate into changes at the top with the ruling clerics, where it really counts."

On many levels, this is the fundamental question as the clock starts on Rouhani's presidency after eight years of the hectoring style of Mahmoud Ahmadinejad.

There is little doubt that Rouhani will bring a far calmer and more measured approach. That alone may help with efforts to rebuild strained ties with Europe and open new possibilities for deal-making after the expected restart of nuclear talks with world powers.

But Rouhani's Western-educated political entourage is not about to steer Iran in a completely new direction after his election victory last month.

Rouhani, a cleric and former top nuclear negotiator, does not stand against the Islamic system or the firm controls at the top: Supreme Leader Ayatollah Ali Khamenei and the Revolutionary Guard. Khamenei has final say in all key matters, including Rouhani's selections for key Cabinet posts such as the foreign and intelligence ministers.

That leaves Rouhani ? effectively the international face of Iran ? with the task of projecting a new image of dialogue rather than diatribes on the world stage. Inside Iran, Rouhani has to adopt the role of salesman: trying to get Khamenei and the ruling clerics to buy into his views that interaction with Washington and its allies could bring dividends such as steps to ease tightening economic sanctions.

Many of those being considered for Cabinet posts share Rouhani's approach, including a former deputy foreign minister, Mahmoud Vaezi, who holds degrees in electrical engineering from California State University, Sacramento and San Jose State University. He began his doctorate in foreign relations at Louisiana State University but finished the degree in Poland.

Vaezi was head of the foreign ministry's European and American affairs section from 1990-97 under reformist President Mohammad Khatami. In recent years, Vaezi has been a senior figure at Rowhani's Center for Strategic Research.

"The potential candidates ... are those who understand international relations and understand the language of the West," said Tehran-based political analyst Behrouz Shojaei. "This shows Rouhani is serious in seeking to ease tensions with the outside world and improve Iran's economy."

Another potential contender for foreign minister is Mohammad Javad Zarif, who did postgraduate studies at San Francisco State University and obtained a doctorate in international law and policy at the University of Denver.

Zarif also raised his profile in the U.S. as a diplomat at Iran's U.N. Mission in New York during a five-year posting that ended in 2007. In one of his last public events, Zarif was a headline speaker at a conference in New Brunswick, New Jersey, on conflict resolution whose participants included the current U.S. Defense Secretary Chuck Hagel.

Meanwhile, Hossein Mousavian, currently a research scholar at Princeton's Woodrow Wilson School of Public and International Affairs, is likely to hold a key foreign policy adviser role. Mousavian also graduated from Sacramento State.

Officials with academic roots in the West are nothing new in the Middle East. Many Gulf Arab leaders and top officials studied in Europe or the U.S. Israeli Prime Minister Benjamin Netanyahu went to high school outside Philadelphia and returned to study at the Massachusetts Institute of Technology. Jordan's King Abdullah II attended boarding schools in England and Massachusetts and then moved on to Britain's royal military academy Sandhurst.

But Iran's elected leadership ? the presidency and top parliamentary posts ? has had far fewer Western-educated figures. In the years after the 1979 Islamic Revolution, Western credentials were viewed with suspicion. Ahmadinejad, who studied in Iran, has strongly favored advisers who also have homegrown academic backgrounds.

Rouhani's administration could mark a strong break and include advisers whose connections with the West straddle before and after the Islamic Revolution.

Among them is Rouhani's younger brother, Hossein Fereidoun, who is helping the president-elect put together his Cabinet list.

Fereidoun was a member of the security team when the Islamic Revolution's leaders, Ayatollah Ruhollah Khomeini, returned from exile in France in 1979. He later served in Iran's U.N. Mission. Rouhani previously went by the family name Fereidoun, but dropped it in an apparent attempt to hide from authorities before the Islamic Revolution.

The review of potential candidates for economic roles includes Chamber of Commerce president Mohammad Nahavandian, who holds a doctorate in economics from George Washington University, and Mohammad Bagher Nobakht, who holds an economics doctorate from Paisley in Britain, and was spokesman of Rouhani's campaign office.

A possible candidate for the critical oil ministry post is Mohammad Reza Nematzadeh, a former deputy oil minister and president of Iran's state oil company, who has an engineering degree from California State Polytechnic University.

But speculation was growing that Rouhani could look to a former oil minister, Bijan Zanganeh, who was ousted when Ahmadinejad took office in 2005.

Some semiofficial Iranian news agencies, including ISNA, cited sources saying that Rouhani will tap a former defense minister, Mohammed Forouzandeh, as the chief nuclear negotiator. Such a choice would bring a relative novice in international dialogue into a critical role. Rouhani's aides have not commented on the report, and other names such as former foreign minister Ali Akbar Velayati have been raised in the Iranian media.

Other noteworthy possibilities include Ali Jannati as head of the Ministry of Culture and Islamic Guidance, where the wide-ranging mandate includes oversight of foreign media in Iran. Jannati is considered a moderate, but his father, Ayatollah Ahmad Jannati, is an ultra hard-line cleric who often leads the nationally broadcast Friday prayers from Tehran University.

(AP) ? Sixteen-year-old Ruta Meilutyte of Lithuania has set the first world record of the world swimming championships.

In the semifinals of the 100-meter breaststroke, no less.

Meilutyte, who trains in in Britain, nearly broke the mark Monday during the morning preliminaries. She returned in the evening to go even faster. The youngster touched in 1 minute, 4.35 seconds, beating the mark set by American Jessica Hardy in 2009 at the end of the rubberized suit era.

In the first two finals of the night, Australia's Christian Sprenger won the men's 100 breast, while Sweden's Sarah Sjostrom knocked off American world-record holder Dana Vollmer in the 100 butterfly. Vollmer settled for the bronze medal behind Sjostrom and Australia's Alicia Coutts.

Unemployment rates rise in 90 pct. of US cities

WASHINGTON (AP) ? Unemployment rates rose in nearly all large U.S. cities in June as college graduates and many of those still in school began searching for jobs.

The Labor Department said Tuesday that unemployment rates rose in 347 large metro areas in June compared with the previous month. They fell in 12 and were unchanged in 13. In May, rates fell in 109 cities and rose in 243.

Unlike the national figures, the metro unemployment data are not adjusted for such seasonal changes. Many of the cities with significant rate increases have large universities where students graduated in June and began looking for work. And many university workers are temporarily unemployed in the summer when the academic year ends.

Nationally, the unemployment rate was 7.6 percent in June, down from 8.2 percent a year ago. Employers added 195,000 jobs last month. That's close to average monthly gain in the first half of this year of 202,000. Hiring averaged only 180,000 a month in the previous six months.

The city with the nation's lowest unemployment rate was Bismarck, N.D, where the rate was 2.8 percent.

Yuma, Ariz., reported the highest rate at 31.8 percent. Yuma has a heavy population of migrant farm workers.

Among the 49 cities with more than 1 million in population, Detroit had the highest unemployment rate at 10.3 percent. That's up from 9 percent in May.

The unemployment rate in Minneapolis was 5.1 percent, the lowest among the large cities.

Cambodia's Hun Sen shaken as opposition rejects poll result

PHNOM PENH (Reuters) - Cambodia's long-ruling Prime Minister Hun Sen faced his biggest political setback in two decades on Monday as the country's opposition rejected an election result as tainted by widespread fraud, despite heavy losses for the ruling party.

Opposition leader Sam Rainsy, buoyed by a near doubling of seats in parliament, called for an inquiry into what he called massive manipulation of electoral rolls in Sunday's vote.

The government announced late on Sunday that Hun Sen's Cambodian People's Party (CPP) had won 68 seats in the 123-seat parliament to the opposition's 55, a loss of 22 seats for the ruling party.

That marked the 60-year-old Hun Sen's worst election result since the war-torn country returned to full democracy in 1998, although the CPP retained a governing majority to enable the prime minister to extend his 28-year rule.

Prolonged wrangling over the result and a weakened Hun Sen could raise policy uncertainty in the small but fast-growing Southeast Asian nation that is drawing growing investor interest and has forged strong economic ties with China and Vietnam.

But the opposition's chances of overturning the outcome are slim given the ruling party's grip on the courts and with major foreign donors like the United States unlikely to reject the result without evidence of massive fraud.

The Cambodia National Rescue Party (CNRP), whose campaign was given a boost by the return from exile of leader Sam Rainsy, said it wanted an investigation committee set up with representatives from political parties, the United Nations, the election authority and non-governmental organizations.

"There were 1.2 million to 1.3 million people whose names were missing and could not vote. They deleted our rights to vote, how could we recognize this election?" Sam Rainsy, a French-educated former finance minister, told a news conference.

"There were ghost names, names only on paper."

The opposition tapped into growing concern among Cambodians over rising inequality and entrenched corruption that Hun Sen's critics say his policies have exacerbated.

Hun Sen, who has yet to speak publicly about the outcome, may have to adjust some policies in light of the surge in opposition support and show more sensitivity to public opinion. The loss of its two-thirds majority means the CPP will need opposition support to enact any changes in the constitution.

But Hun Sen still has the ability to control policymaking through his majority and the entrenched networks of political influence he has built within the CPP.

"It's definitely unprecedented and unexpected but for now I don't think regime stability is at stake," said Giulia Zino, a Southeast Asia analyst at Control Risks group in Singapore.

ANGRY VOTERS

The CPP had 90 seats in the outgoing parliament and the parties that united to form the CNRP had 29, with minor parties holding the remaining four. Cambodia's election commission has yet to announce how many seats each party has won, and will not announce full, official results until August 15 at the earliest.

Rights groups have criticized the electoral system as heavily biased in favor of the ruling party. The European Union declined to deploy poll monitors for this election after Cambodia did not act on its previous recommendations.

The Transparency International group, which helped monitor the election, cited various irregularities in the vote and said in a statement it was "very concerned about the disenfranchisement of citizens and suspect voters".

Voting on Sunday, like the campaign itself, was for the most part peaceful.

The CPP, backed by a compliant domestic media and superior resources, had been confident of victory. Analysts had predicted a reduction in its majority after the merger of two main opposition parties, as well as the return of Sam Rainsy, but the extent of opposition gains was a surprise.

Rising garment exports plus heavy flows of aid and investment from China have fuelled rapid economic growth, but that has been accompanied by a rise in social tension.

Cambodians have protested more frequently over poor conditions in the garment industry and land rights in the country of 14 million, where a third of people live on less than 65 U.S. cents per day.

The urban population has swelled in recent years, giving rise to a new generation of young voters who have access to wider sources of information online and who tend to support the opposition.

"Democracy is stronger in Cambodia than most outsiders anticipated," said Douglas Clayton, the chief executive of the Leopard Capital investment fund in Phnom Penh.

"The government will likely become more consultative and sensitive to public opinion."

The United Nations organized an election in 1993 that put Cambodia on a rocky path towards stability after decades of turmoil that included the 1975-79 "Killing Fields" rule of the communist Khmer Rouge.

Hun Sen, a former junior commander in the Khmer Rouge who broke away during their rule, lost that election but refused to accept the result and negotiated a position as joint prime minister before seizing power in a coup in 1997.

Explosions rock Libya's Benghazi, protesters take to streets

TRIPOLI (Reuters) - Explosions rocked the eastern Libyan city of Benghazi on Sunday in what appeared to be attacks on judicial buildings, a security official said, sparking protests a day after more than 1,100 inmates escaped during a prison riot there.

Hundreds of demonstrators gathered in Benghazi's streets denouncing the latest violence, according to residents.

Thirteen people were slightly wounded in one of the blasts which targeted a court in the north of the city, said Interior Ministry spokesman Rami Kaal.

Mohammed al-Hijazy, a spokesman for Benghazi security operations, added: "Assailants threw an explosive device under a car as it was parking in front of the court."

Hijazy said another explosion occurred in front of an office belonging to the justice ministry, but it was not immediately clear what had happened in that incident.

Both blasts happened around the time families were breaking their Ramadan fast.

Residents living near the court said the building, and others nearby, had sustained significant damage. Windows were blasted out and rubble was scattered on the ground.

"It was very loud and I saw the smoke," resident Hassan Bakoush said. "Some balconies of nearby buildings are damaged."

Armed violence and lawlessness, caused in part by militia groups who often do as they please, has hobbled governance in large areas of the oil-producing North African state following the 2011 war that toppled Muammar Gaddafi.

Protesters took to Benghazi's streets shouting anti-government and anti-Muslim Brotherhood slogans, demonstrator Abdulhay Mohammed said, echoing scenes from two days ago.

"We are protesting against weak security. People are angry," he said. "People are shouting 'Benghazi wake up', 'The people want the Muslim Brotherhood out' and 'Zeidan gather your belongings'," he added, referring to Prime Minister Ali Zeidan.

ASSASSINATIONS PROMPT PROTESTS

Hundreds of protesters had attacked the Benghazi and Tripoli offices of Libya's Muslim Brotherhood and the headquarters of a liberal coalition in the capital after demonstrations turned violent late on Friday.

Those protests were prompted by the killing of a prominent political activist and critic of the Brotherhood, Abdelsalam al-Mosmary, shot after leaving a Benghazi mosque. Two military officers were also killed in the city on Friday.

"These were professional killers, not normal criminals," Justice Minister Salah al-Marghani told reporters in Tripoli after visiting Benghazi, referring to Friday's assassinations.

He added that the government wanted a team from "friendly" countries and U.N. Security Council members to investigate the violence.

Zeidan has said he would reshuffle his cabinet and reorganize the government to cope with the "urgent" situation in the country. A spokesman for Libya's legislature said its members would hold an emergency meeting on Monday.

Earlier on Sunday, officials said that about 100 inmates out of 1,117 who escaped during a riot in Kuafiya prison on the outskirts of Benghazi on Saturday had been recaptured.

Officials said there had been an attack on the jail compound from outside as well as a riot inside after which some prisoners set their cloths and bed sheets on fire. Guards opened the gates to let them escape the fire, Marghani said.

Residents had helped guards to arrest some escapees.

Mohammed Sharif, head of security in Benghazi, said some prisoners had turned themselves in and others had been captured.

Officials said the escapees included criminals from other African states.

Benghazi has seen a wave of violence since last year with attacks on security forces as well as foreign targets, including the assault on the U.S. mission last September in which the U.S. ambassador and three other Americans were killed.

"La efectividad ha sido bastante aceptable. Tenemos que esperar y ver si ha quedado contenido este flanco" y si, una vez se retiren los medios a?reos, es posible continuar trabajando con equipos terrestres durante la noche para, si no cambian mucho las condiciones, el domingo poder afrontar la estabilizaci?n completa, ha incidido Andreu.

No obstante, ha hecho hincapi? en que "el fuego contin?a libre", por lo que no es descartable que se ampl?e el per?metro de la zona afectada por las llamas, que es de 1.600 hect?reas, aunque dentro de esta ?rea hay algunos espacios intactos.

Andreu ha hecho estas manifestaciones tras participar en una reuni?n de coordinaci?n a la que tambi?n ha asistido el presidente del Govern balear, Jos? Ram?n Bauz?.

El jefe de Emergencias del Govern ha recordado que en total hay 325 bomberos, agentes del Instituto Balear de la Naturaleza (Ibanat), guardias civiles, sanitarios, t?cnicos y voluntarios de Protecci?n Civil y personal de otros cuerpos trabajando por turnos en la zona.

Se ha congratulado adem?s de que ninguna persona haya resultado afectada por las llamas, que no han llegado a quemar tampoco ninguna vivienda de la treintena desalojadas desde que se inici? el incendio.

Se espera la llegada de un nuevo grupo de especialistas de la UME que viajan en barco desde la base que esta unidad tiene en B?tera, Valencia, lo que Andreu ha puesto de manifiesto para subrayar la colaboraci?n brindada por el Gobierno central.

This is an odd film (creepier than it knows), and even if you feel the atmospheric company of Dunham-ism, with a little of Whit Stillman, Henry Jaglom, and Woody Allen, the core influence on Noah Baumbach's film is fifty years older or more.

Baumbach usually builds his films around difficult protagonists, but Frances is entirely endearing, at once silly and deep, hopeless and promising.

The dialogue and editing are zippy and generally charming, combining with the tart observations of 20-something culture to create a nice frisson.

A black-and-white salute to the French New Wave (the score is borrowed from Georges Delerue, composer of many a Truffaut and Godard film) that manages to be very much of this moment ...

Like Ethan Hawke's recent Before Midnight (aimed at people in their 40s), Frances Ha will engage its literate-minded target audience fed up with disaster blockbusters.

The hilarious, touching Frances Ha is lubricated by the same juice that allowed Jean-Luc Godard's Bande ? Part to slip so smoothly through the streets of Paris.

A film that's well aware of its own hipness, but never too cool to laugh and cry.

Frances Ha might well strike some viewers as ridiculously twee and tiresomely indulgent to its immature heroine. Not me, though. I'm happy to be enchanted.

Gerwig's last jaunt to Europe was in Woody Allen's feeble and disjointed To Rome With Love, and even Allen himself might acknowledge that here she is despatched across the Atlantic in a far more successful cause.

A perky cinematic pick-me-up starring the endearing Greta Gerwig who co-wrote the screenplay with director Noah Baumbach, her boyfriend.

I'm not sure what Noah Baumbach's Frances Ha is about, which is one reason I like it so much.

Frances is only adequate as a dancer but her enthusiasm bridges the gap between aspiration and ability. She deserves an A for effort. The film gets one for attainment.

It's a likable movie, with some nice moments of both comedy and pathos, and beautifully shot, but for me the reverence for its heroine was not completely earned, and the arrowhead was missing: the decisive jab of satire, of insight, of love.

This film may look like one of those annoyingly mannered independent films, with its wacky young cast and arty-farty black and white photography, but it's actually a fresh, smart and very funny comedy.

Noah Baumbach and Greta Gerwig have carved out, with effortless elegance and ease, a cinematic space for a woman to be, unapologetically, herself.

Frances Ha both acknowledges and earns its place in the tradition of the New York bourgeois comedy, encoding the angst of social mores in witty dialogue. Make no mistake: the cinematic slacker has come of age.

An unlikely feelgood crowd-pleaser - Frances Ha is sweet, funny, darling and almost unbearably lovely. And thankfully, everyone enunciates.

Brilliantly directed and beautifully shot, this is an utterly delightful, warm-hearted and very funny comedy with a wonderful script and a terrific central performance from Greta Gerwig.

Despite Gerwig's natural appeal and talent as a performer, Frances' self-absorption and flakiness begin to grate.

When is a film a throwaway sketch that's so good it's frameable? When it's Frances Ha.

Much of the reason why Frances Ha is a far more well-crafted and enjoyable piece of cinema than either Lola Versus or Damels in Distress.

The story becomes chaotic and disjointed, but that's the point: Frances is tumbling towards her 30s with no sense of direction and this is where Gerwig excels, deftly pulling you along on a bumpy ride.

Baumbach and Gerwig have co-written a film about the point when spontaneous, giddy arrested adolescence ceases to be endearing and threatens to be annoying.

India may have won but Zimbabwe have more reasons to cheer after second ODI

India had a disastrous start after being put in to bat by Zimbabwe who won the toss. Rohit Sharma in his 100th ODI appearance failed to make more than 1 run and Virat Kohli who slammed a ton in the first match failed to fire also getting out cheaply.

Shikhar Dhawan was lucky as he got three lives thanks to bad fielding by the Zimbabwe players that perhaps inspired him to score a century that aided India in amassing a massive 294 in 50 overs.

Dhawan who made 116 was ably assisted by Dinesh Karthik who made 69 as they helped India recover from 65/4. The Zimbabwean bowlers had the Indians in trouble and if they work on their fielding they would have had a better chance of winning the next match.

The Zimbabwe batsmen got their team close to the Indian target and will take confidence from Visu Sibanda's 55, Elton Chigumbara's 46 and Prosper Utseya 52 not out as they played great shots and fearless cricket.

Jaydev Unadkat was the best Indian bowlers as he finished with figures of 4 for 41 while leg-spinner Amit Mishra contributed by taking two wickets.

The next match on Sunday, will hopefully be a better contest as Zimbabwe showed that they have bowling and batting prowess. A little help with their fielding and the hosts could have the Virat Kohli-lead Indian side in more trouble with the chance of stealing a win.

India are currently running away with the series as they are 2-0 up after two 0DIs. Cricket lovers will be fancying a contest and hoping Zimbabwe manage to really pose a challenge to the Indian team.

Egyptian security forces shoot dead dozens of pro-Mursi supporters

CAIRO (Reuters) - Egyptian security forces shot dead at least 70 supporters of ousted President Mohammed Mursi on Saturday, his Muslim Brotherhood said, days after the army chief called for a popular mandate to tackle "violence and terrorism".

Brotherhood spokesman Gehad El-Haddad said the shooting started shortly before pre-dawn morning prayers on the fringes of a round-the-clock sit-in being staged by backers of Mursi, who was toppled by the army more than three weeks ago.

"They are not shooting to wound, they are shooting to kill," Haddad said. The death toll might be much higher, he said.

Activists rushed blood-spattered casualties into a makeshift hospital, some were carried in on planks or blankets. One ashen teenager was laid out on the floor, a bullet hole in his head.

Al Jazeera's Egypt television station reported that 120 had been killed and some 4,500 injured in the early morning violence. A Reuters reporter at the scene counted 36 bodies at an improvised morgue.

There was no immediate comment from state authorities on what had happened. If the death toll is confirmed it would be the deadliest incident since Mursi was deposed, who is under investigation for a raft of crimes, including murder.

Weeks of violence have followed his ousting, leaving more than 200 dead and laying bare divisions that have polarised the Arab world's most populous state.

MASS RALLIES, "LIVE ROUNDS"

Hundreds of thousands of Egyptians came out onto the streets in answer to General Abdel Fattah al-Sisi's call on Wednesday for mass protests on Friday. Muslim Brotherhood supporters protested in similar numbers to demand Mursi's reinstatement. He is being detained at an undisclosed location.

The Brotherhood is a highly organised movement with grassroots support throughout Egypt, making it hard to silence even if the army decides to mount a more major crackdown.

Reporters at Rabaa al-Adawia, a northeastern Cairo suburb, said there was still firing hours after the violence started. Dr. Ibtisam Zein, overseeing the Brotherhood morgue, said most of the dead were hit in the head, some between the eyes.

A senior Brotherhood politician, Saad el-Hosseini, said he thought security forces were looking to clear the Rabaa sit-in.

"I have been trying to make the youth withdraw for five hours. I can't. They are saying have paid with their blood and they do not want to retreat," he told Reuters.

Haddad said the Brotherhood was committed to pursuing peaceful protests, despite Saturday's deaths - the second mass shooting of its supporters this month by security forces, who killed 53 people on July 8.

Brotherhood activists at Rabaa said they would not be cowed and warned of worse bloodshed if the security forces did not back down. "We will stay here until we die, one by one," said Ahmed Ali, 24, helping treat casualties at the field hospital.

"We have the examples of Algeria and Syria in our minds. We don't want it to become a civil war. If we take up arms it might become one. This is a religious belief."

Haddad said police had started firing repeated rounds of teargas after 3:00 a.m. (0100 GMT) at protesters who had spilled out of the main area of the Rabaa sit-in and were on a main thoroughfare close to 6th October Bridge.

"Through the smog of the gas, the bullets started flying," he said. In addition to "special police forces in black uniforms" firing live rounds, he said that snipers shot from the roofs of a university, other nearby buildings, and a bridge.

State news agency MENA quoted an unnamed security source as saying that only teargas was used to disperse protesters. He said no firearms were used.

Egypt's army-installed interior minister, Mohamed Ibrahim, said on Friday that the month-old Cairo vigils by Mursi supporters would be "brought to an end soon and in a legal manner", state-run al Ahram news website reported.

TRAPPED IN MOSQUE

There is deepening alarm in the West over the army's move against Mursi. The country of 84 million people forms a bridge between the Middle East and North Africa and receives $1.5 billion a year in mainly military aid from Washington.

The United States has delayed delivery of four F-16 fighters because of the turmoil, however, officials have indicated they do not intend to cut off aid to a country seen as a vital ally and which has a peace deal with neighbouring Israel.

The worst of Friday's violence was reported in Egypt's second city, Alexandria, and the Brotherhood said some of its supporters were still trapped in a city mosque by "thugs".

The Brotherhood's political arm, the Freedom and Justice Party, called for more protests in the Mediterranean port.

There was little mention of the violence on Egypt's two state television channels, which broadcast weather reports and a talk show on Saturday morning. All three state newspapers headlined their morning editions with Friday's rallies, saying Egyptians had given Sisi the support he had asked for.

"The people give the army and the police a mandate to confront terrorism," said a strap headline on the bottom of a broadcast on the state's Nile TV.

However not all Egyptians appeared ready to endorse an army crackdown, with growing concern among some activists that the confrontation between the military and Islamists could push the country into an abyss. What's New: The Spark EV is a pure electric version of Chevy's snappy minicar. It shares architecture and dimensions with its internal combustion twin, but gets its propulsion from an electric motor driving the front wheels. That motor is nourished by a lithium-ion battery pack consisting of 336 cells in four modules, all stashed beneath the rear seat. Rated for 20 kilowatt-hours, the batteries give the electric Spark an EPA-rated range of 82 miles, though you probably won't get that far if you use the full punch of the motor: 140 hp and 400 lb-ft of torque. Chevrolet engineers gleefully point out that this exceeds the torque output of a Ferrari 458 Italia.

Tech Tidbit: Chevy used Volt technology and hardware in the Spark EV's development, but the exploitation of existing equipment wasn't confined to the Volt parts bin. Case in point: The transmission began life as a six-speed automatic. The powertrain engineers whittled that down to a single forward speed with a 3.17:1 final drive ratio serving as the only gear reduction.

Driving Character: Like other electrics, the little Spark EV is hefty. It weighs in at 2967 pounds, Chevy says, or 600 to 700 pounds heavier than the conventional Spark. Yet the electric motor's tidal wave of torque gets the EV out of the starting blocks briskly, with a 0-to-60 mph time of 7.6 seconds, compared to about 9 seconds for the gas-powered car.

The rear-mounted battery pack gives the EV better weight distribution?52/48 front/rear versus 62/38 for the ordinary Spark?making the car more willing to turn into corners at speed. The downside: Brisk performance makes it tempting to surprise other drivers in the daily stoplight drag race, a practice that quickly cuts down on fuel economy and range.

Favorite Detail: Speaking of range, the Spark EV's Driver Confidence Gauge does a good job of keeping the operator informed of remaining power. The system monitors driving patterns and updates the display continuously. In addition to a digital readout, the gauge includes a stack of green bars that diminish as the battery depletes. When two remain, the bars turn yellow, warning the driver that he or she had better start looking for a place to plug in.

Driver's Grievance: Because of its chunky curb weight, the electric Spark's spring rates are higher than in the standard Spark, and ride quality is a tad stiff on bumpy pavement. The regenerative braking is not as grabby as that of some systems, which is nice, but the pedal pressure required to achieve the desired rate of deceleration is too high, and the driver has to keep a firm foot on the brake at stoplights to keep the car from creeping forward.

Bottom Line: The EV wasn't in Chevrolet's original Spark development plan, but it came along early in the minicar's gestation in response to increasingly stringent fuel-economy standards, escalating environmental concerns, and, in some states, zero-emission mandates. And reusing technology pioneered by the Volt helped Chevy to keep the cost down. With a base price of $27,495, the Spark EV undercuts Nissan's Leaf, the bestselling EV, by $2155, although the Leaf is larger inside and seats five.

There are drawbacks. Like most electrics, the Spark EV has a limited range, and recharging via 120-volt household current takes an impractical 17 hours. (An optional 240-volt system cuts it to 7 hours). So as with other EVs, the Spark's usefulness is limited to urban applications. And for now, the Spark is available only in California and Oregon. But as electric cars go, the Spark goes quite well.

    I was lucky enough to be given an iPad mini for valentines day and ever since I've never looked back. It's a wonderful gift that has just kept on giving. The 16GB space has been fine for all the apps I've wanted to download with space left over for listening to music and for reading books! You can also download the Amazon Kindle app so you can use your iPad just like a conventional e-book reader. It's also such a beautiful work of engineering. The shiny anodized aluminium back is really something to behold. The screen is also fairly sharp, obviously no retina display but definitely good enough for the average person. It's a fast little tablet and the dual-core cpu is quite capable for everyday tasks and gaming. iOS7 is also a joy to use (iOS7 will be released in september) and a definite improvement to iOS6. Apple is definitely THE company of 2013 and also the one to watch for 2014.

    Summary: A wonderful gadget that nobody should be without!

    More work needs to be done to warn islanders about the risk of skin cancer and what to look out for.

    That?s the view of Caroline Chapman who organised Tuesday?s ?Sunsafe? clinic at the Carn Gwaval Health and Wellbeing Centre. During the session, a mainland-based dermatologist checked moles that were causing people concern.

    Around forty people turned up during the full-day clinic, which was paid for by the Myfanwy Townsend Melanoma Research fund and Caroline says some of those have been referred for further investigation.

    The charity stepped in after the Council and NHS said they couldn?t afford to run the clinic here in Scilly.

    Caroline says people told her the last mole-check clinic was around 6-years ago and she felt this one was long over due.

    But she stressed that the local GPs are trained in what to look out for and people should see them immediately if they?re concerned, rather than wait for a clinic to get their moles checked.

    Melanoma is very treatable if caught within the first year, but it spreads quickly.

    Caroline was surprised by the lack of awareness about skin cancer here on the islands, especially as the region has the highest incidence of melanoma in the UK, and she wants to work with our local Healthwatch group to get the message out.

    She says money is spent on advertising and educating young people in Cornwall, but that doesn?t seem to have filtered through to Scilly.

    Scilly?s Lead GP, John Garman, says he wants diagnosis of skin cancer to become easier and reduce the need for patients to travel to get their moles checked.

    Just yesterday, the St Mary?s Hospital League of Friends agreed to buy a dermatoscope, which attaches to an iPhone and takes digital photos of moles that can be sent to specialists on the mainland.

    He said it should be here in a couple of weeks.

    Be he urged anyone who is concerned about moles, particularly any that have changed in shape or colour, to make an appointment to see a GP at the Health Centre as the earlier it?s diagnosed, the better the outcome.

    Why Zimmerman verdict might not roll back 'stand your ground' laws (+video)

    The US attorney general, Juror B37, and even Stevie Wonder express reservations about self-defense laws like Florida's 'stand your ground' statute, a factor in the George Zimmerman trial. What's the likelihood such laws will be reconsidered?

    One legacy of the George Zimmerman not-guilty verdict in the death of Trayvon Martin may be to buttress the use of firearms in self-defense ? a reinforcement that has US officials and others worried that expansive new self-defense laws in the states could become vehicles for people to express their personal prejudices with gun violence.

    Attorney General Eric Holder raised the concern Tuesday during a speech to the NAACP, describing as "senseless" the self-defense doctrines that expand beyond defense of one's own home to self-protection in public places. Such laws allow ?violent situations to escalate,? he charged.

    Even Juror B37, whose descriptions of the jury's race-blind deliberations in the Zimmerman trial provoked a backlash among those who believe racial profiling was the heart of the matter, ultimately cited Florida's expansive self-defense law as the reason for the acquittal. Her prayers, she said, are with those ?who have the influence and power to modify the laws that left me with no verdict option other than ?not guilty??.??

    Indeed, the Florida judge in the case instructed the jury that under state law Zimmerman had "no duty to retreat and had the right to stand his ground and meet force with force" if he reasonably feared for his life or great bodily harm.

    As attention zeroes in on so-called "stand your ground" laws (musician Stevie Wonder said Tuesday he won't perform in Florida until the law there is repealed), the obvious next question is, what's the likelihood of changing them? Poor to nonexistent, say some who track the gun culture in America.

    ?Non-gun owners are questioning Stand Your Ground laws ? [b]ut the gun lobby is too strong to allow such laws to be repealed,? writes Adam Winkler, a law professor at the University of California, Los Angeles, and the author of ?Gunfight: The Battle Over the Right to Bear Arms in America,? in an e-mail. ?For better or worse, stand your ground laws are here to stay.?

    First passed in Florida in 2005 and now law in more than half the states, "stand your ground" statutes are designed to clip the wings of prosecutors who seek to bring charges against gun owners who shoot someone and claim self-defense. Usually, these defendants are allowed to ask a judge for immunity from prosecution, and the judge then weighs whether the "preponderance of evidence" ? a relatively low threshold of proof ? indicates that the shooter did or didn't act in self-defense under the law. The bottom line is that it?s harder for prosecutors to place responsibility on someone who claims self-defense.

    On Feb. 26, 2012, Trayvon Martin, a black teenager, had shopped at a convenience store and was returning to a house where his father was staying in a gated neighborhood in Sanford, Fla., when Zimmerman spotted him, followed him, and then fatally shot him after Trayvon punched him. Originally released by Sanford police, Zimmerman was arrested by a special prosecutor 44 days later. The subsequent trial, which began June 10, was widely watched, culminating late Saturday in a not-guilty verdict.?
