Komen reverses move to cut Planned Parenthood funding (Reuters)

WASHINGTON (Reuters) ? The Susan G. Komen for the Cure foundation backed down from its decision to cut funding for Planned Parenthood, which provides abortion and birth control services, a move that had thrust the world's largest breast cancer charity into a deeply politicized controversy.

Komen faced a massive outcry from its own supporters as well as Planned Parenthood's, who believed Komen had came under pressure from anti-abortion activists.

"We want to apologize to the American public for recent decisions that cast doubt upon our commitment to our mission of saving women's lives," Komen said in a statement on Friday signed by its board of directors and its founder Nancy Brinker.

Komen had said earlier this week it would cease to fund grants for breast cancer screening to Planned Parenthood under new eligibility rules. The guidelines precluded grants to groups under investigation by U.S. authorities, and Planned Parenthood is the subject of a probe by U.S. Rep. Cliff Stearns, a Republican from Florida.

Komen said it will amend its new funding criteria to "ensure that politics has no place in our grant process." The guidelines will make clear that a group under investigation will be disqualified only if the probe is "criminal and conclusive in nature and not political."

"We will continue to fund existing grants, including those of Planned Parenthood, and preserve their eligibility to apply for future grants, while maintaining the ability of our affiliates to make funding decisions that meet the needs of their communities."

Planned Parenthood, which provides a variety of health services for women, said it was "enormously grateful" that Komen amended its funding rules and said it looked forward to continued close relationship with the group. Komen grants have helped fund 170,000 clinical breast exams and more than 6,400 mammogram referrals in the past five years.

KOMEN CALLS SPECIAL MEETING

At a special board meeting late on Thursday, the Komen organization agreed in principle to issue an apology and change the language of the organization's funding criteria, board member John Raffaelli told Reuters.

"Our policy was that in our original board meeting (on the funding) and it didn't come out very clearly," Raffaelli said. "It got screwed up."

The reversal circulated within minutes on social media sites like Twitter, where much of the furious debate over Komen's move had been waged in the past three days.

Nancy Healey, executive director of Susan G. Komen for the Cure in central and southern New Jersey, said she had no doubt the public outcry led the group to reverse its decision.

"We sent official letters to the headquarters," she said. "Komen is a grassroots organization. The displeasure and the outrage was heard and the decision was reversed. I'm thrilled."

The Komen reversal also spurred disappointment among social conservatives, showing that the organization still faces fallout from the crisis.

Representative Kevin Brady, a member of the U.S. House Republican leadership team, said it was "really unfortunate" that Komen reversed its decision.

"To be giving grants to an organization that effectively ends so many lives -- (it) just seems to me they made the right decision before and they're making the wrong decision now," Brady told Reuters.

The Komen foundation, known for its pink ribbon symbol and Race for the Cure fundraisers, was founded by Brinker after the 1980 death of her sister, Susan Komen, of breast cancer. The organization has collected more than $1.9 billion for breast cancer research and programs and has affiliates in more than 100 U.S. cities and 50 countries.

Komen had said its decision to cut funding to Planned parenthood reflected a move to eliminate duplicate grants and tighten eligibility rules.

NFL approves $200 million loan for 49ers stadium

(AP) ? NFL owners approved a $200 million loan Thursday to help the San Francisco 49ers build a stadium south of Santa Clara.

The team plans to bid for future Super Bowls for the 68,000-seat stadium, which will be built adjacent to the 49ers' facility.

"It's huge," 49ers CEO Jed York said of the league's approval. "We've been at this since 1997. We'll have shovels in the ground soon."

Owners approved another part of the funding package two months after the team and Santa Clara announced they'd received an $850 million loan to cover most of the estimated $1 billion cost.

The rest of the cost will be covered by the league's loan, a hotel tax and Santa Clara's redevelopment funds.

"We will definitely be in by 2015," York said, "with hopes of 2014."

Asked about hosting a Super Bowl ? the next one available would be the 50th game in 2016 ? York said, "This will definitely be a fitting setting for a Super Bowl game and we will bid."

The 49ers have to address their current Candlestick Park lease with the city of San Francisco that runs through 2014.

"Today's vote is an important milestone for the 49ers and their fans," NFL Commissioner Roger Goodell said. "It is a solid endorsement that adds to the strong support of the South Bay community. This step will allow the 49ers to move forward toward making the dream of a new stadium a reality."

San Francisco is the first franchise approved for funding under the NFL's G-4 loan policy initiated after the new collective bargaining agreement was reached last summer. It replaces a plan that allowed a maximum of $150,000 per team in loans.

"Get your hard hats ready; we are embarking on the path to the next generation of 49ers football," York said.

At 74%, Canada has the highest broadband penetration rate in the G7, the report said, significantly ahead of the United Kingdom (69.2%) and France (69%).

Canadians enjoy among the fastest, most widely available and least expensive broadband Internet in the developed world, says a report to be released Thursday.

The report, based on the results of 52 million speed tests of broadband users across the G7 countries and Organization for Economic Cooperation and Development (OECD) membership, was produced by Montreal-based consulting firm Lemay Yates Associates Inc. on behalf of Rogers Communications Inc., the country?s largest broadband service provider.

It disputes the OECD?s own report, published in July, that ranked Canada?s high-speed Internet offerings significantly below those of other countries.

At 74%, Canada has the highest broadband penetration rate in the G7, the report said, significantly ahead of the United Kingdom (69.2%) and France (69%). Canadians also have the second-least expensive average monthly broadband subscription rates in the G7, with a typical monthly fee of US$30.79 in Canada being only slightly more than the US$29.80 per month Internet service providers (ISPs) charge in Italy.

Among all 32 OECD countries, Canada has the 7th lowest average broadband subscription fees, with Greece, at US$24.23 per month, the lowest.

That conclusion differs vastly from the OECD report, which ranks Canada as 26th, or 7th most-expensive among its membership. The disparity comes from different methodologies employed by the two reports.

Canadians also experienced an average decline in broadband speeds during peak usage hours of only 5.8%, the Lemay Yates report said, well below the 6.6% average of all OECD members.
The OECD takes an average of advertised speeds and rates, the Lemay Yates report said; Lemay Yates said it uses real data from real users and takes other factors such as ISP market share into account.

?Canada?s performance, based on LYA?s analyses, is always better ? along every dimension analyzed ? than what is reported by the most recent OECD Communications Outlook report,? the Lemay Yates report says.

The report comes days after the Canadian Radio-television and Telecommunications Commission (CRTC) revealed a sharp jump in the number of complaints it has received regarding Internet traffic management practices or ?throttling? in recent months.

Rogers in particular has been facing criticism over the controversial practice, with the CRTC ruling last month the Toronto-based company was deliberately slowing down certain online traffic.
