Queens Park Rangers fires manager Hughes

LONDON (AP) -Former Tottenham coach Harry Redknapp said Friday he expects to take over as manager of struggling Queens Park Rangers, just hours after the club fired his predecessor Mark Hughes.

Having sacked Hughes earlier in the day, QPR opened discussions with Redknapp about him taking over a side which is in last place in the Premier League and without a win this season, having earned only four points from 12 games.

Late Friday night, Redknapp told British television channel Sky Sports News that he was keen to become QPR's new manager and that "hopefully we can get it done tonight. There shouldn't be any problems.

"If everything gets sorted, and I'm sure it will, I'll be in Sunday morning, will have the team in training on Monday, then fly up to Sunderland." QPR faces Sunderland on Tuesday in what would be his first match in charge.

Redknapp said he planned to go to watch QPR's match at Manchester United on Saturday. He also said he hoped to bring his two longstanding coaching assistants - Kevin Bond and Joe Jordan - with him to the west London club.

"I'm looking forward to it. It's a big challenge and a tough job to take on - but I'm up for the challenge," said the 65-year-old Redknapp.

Though widely acknowledged as a shrewd mover in the transfer market, he ruled out any major splashes when the transfer window opens in January, despite the very real threat of relegation.

"I don't think too much will happen in January," he said. "There is a big staff there and you can't keep bringing players in. The players have got to start performing. If they do that we've got a chance."

He said the team had to "find a way to pick up points, be hard to beat and win some matches. It's all about the players."

Redknapp took charge of Tottenham in 2008 when the team was last in the Premier League with only two points from eight games. He turned their fortunes around, guiding them into the Champions League for the first time in 2010.

He was fired in June despite Tottenham finishing in fourth place last season, and has since taken on a non-paid advisory role at third-tier Bournemouth and become a television pundit with the BBC.

Hughes was dismissed after failing to turn around a dismal run of results.

"Mark has shown integrity and professionalism throughout his time here, but ultimately the circumstances we find ourselves in have left the board of directors with very little choice but to make a change," QPR said in a statement.

Fans turned on Hughes - and the QPR players - after the loss to Southampton, which left the team five points from safety with nearly a third of the season gone.

"Maybe it's a watershed moment because we can't get any lower," said a despondent Hughes, who had 1 1/2 years left on his contract.

Tellingly, QPR owner Tony Fernandes refused to defend Hughes last weekend, as he has done in recent weeks. Only last Friday, Fernandes posted a Twitter message responding to calls for Hughes' departure, saying: "Won't be happening. For the one millionth time. Hahaha. Stability."

That changed this Friday.

"This decision has been taken after careful consideration by the board of directors, following numerous meetings over the last few days," QPR said.

Assistant coaches Mark Bowen and Eddie Niedzwiecki will take charge of QPR's match at United.

Hughes managed to keep QPR in England's lucrative top league thanks to a strong finish last season and attempted to revitalize the squad by signing 11 players in the offseason, including Park Ji-sung from Manchester United, Jose Bosingwa from Chelsea and Julio Cesar from Inter Milan.

Getting so many new players to gel has been his major problem, while the team has struggled to score and also has one of its leakiest defenses.

Wal-Mart suspends India staff in corruption probe

MUMBAI, India (AP) ? Wal-Mart's Indian joint venture said Friday it has suspended several employees as part of an internal corruption investigation, another blow to the U.S. company's plans for aggressive expansion in a giant market that is largely untapped by foreign retailers.

Bharti Walmart, Wal-Mart's joint venture with India's Bharti Enterprises, said it had suspended "a few associates" and was "committed to conducting a complete and thorough investigation." India's Economic Times newspaper reported that the company's chief financial officer was among the five employees suspended, a claim the company declined to verify.

The news comes at a sensitive time for foreign retailers in India, where corruption scandals in everything from telecommunications to coal mining have badly damaged the ruling Congress Party. Eager to rekindle foreign investment, the Congress Party eased foreign investment rules in September, paving the way for Wal-Mart and others ? which had been limited to wholesaling ? to run retail shops with a local partner.

When parliament reconvened this week, opposition politicians quickly shut down proceedings to protest the move, which has already cost the Congress Party a key coalition partner.

In a Nov. 15 filing to the U.S. Securities and Exchange Commission, Wal-Mart said it was investigating potential violations of the U.S. Foreign Corrupt Practices Act in Brazil, China and India, among other markets. Wal-Mart's Mexico subsidiary is already embroiled in a public scandal over alleged payments to middlemen to speed up the store-opening process, possibly through payments to local officials.

Wal-Mart told the SEC it had spent $99 million in the nine months to October on corruption investigations and related lawsuits and said that it is cooperating with ongoing Department of Justice and SEC investigations.

Indian authorities are also reportedly investigating Wal-Mart for possible violations of foreign investment rules, relating to a $100 million investment in a company owned by its wholesale joint-venture partner, Bharti Enterprises.

Bharti Walmart said Friday that it was in compliance with all Indian foreign investment laws.

"All procedures and processes have been duly followed and details filed with relevant Indian government authorities, including the Reserve Bank of India. The central government has sought certain information and clarification which has been provided by us," the company said in a statement.

Wal-Mart operates 18 wholesale shops in India through its joint venture, according to its website. Wal-Mart said in September that it planned to open retail stores in India over the next 18 months, but the corruption investigation may slow its aggressive expansion strategy.

Spokeswoman Arti Singh said Wal-Mart remains "committed to the Indian market."

"We remain excited about the opportunity to grow our business in one of the world's most vibrant economies, expand opportunities for farmers and help lower the cost of living for families in India," she said by email.

M23 rebels press forward after east Congo gains

GOMA, Congo (AP) ? A rebel group seeking to overthrow the Congolese government focused its aim Thursday on seizing the strategic eastern town of Bukavu, which would mark the biggest gain in rebel territory in nearly a decade if it were to fall.

The fighters believed to be backed by neighboring Rwanda already have seized the provincial capital of Goma this week and later took the nearby town of Sake on Wednesday.

The violence has forced more than 100,000 people to flee, more than half of whom are children, according to the U.N. children's agency.

While they have vowed to overthrow President Joseph Kabila's government, they remain some 1,000 miles (1,600 kilometers) from the capital of Kinshasa in a country of dense jungle with few paved roads.

Meanwhile, hundreds of Congolese soldiers who had retreated from Goma days earlier were holed up in Minova, a lakeside city on the road to Bukavu.

"We are waiting for orders, but they haven't come yet. We're hungry and have spent five days sleeping in the bush under the rain," said a Congolese army major who spoke on condition of anonymity because of the sensitivity of the matter.

The rebels are believed to be backed by Rwanda, and to a smaller extent by Uganda, which are accused of equipping them with sophisticated arms, including night vision goggles and 120 mm mortars.

A report released Wednesday by the U.N. Group of Experts said both Rwanda and Uganda have "cooperated to support the creation and expansion of the political branch of M23 and have consistently advocated on behalf of the rebels."

The report's release, just one day after the violent takeover of Goma, is sure to increase pressure on the international community to confront the two eastern African countries over their role in neighboring Congo's conflict.

Both Rwanda and Uganda have repeatedly denied supporting the M23 movement and have faced little international criticism over the allegations.

Goma was last threatened by rebels in 2008 when fighters from the now-defunct National Congress for the Defense of the People, or CNDP, stopped just short of the city.

Their backs to the wall, the Congolese government agreed to enter into talks with the CNDP and a year later, on March 23, 2009, a peace deal was negotiated calling for the CNDP to put down their arms in return for being integrated into the national army.

The peace deal fell apart this April, when up to 700 soldiers, most of them ex-CNDP members, defected from the army, claiming that the Congolese government had failed to uphold their end of the deal. Like in 2008, they again advanced toward Goma. This time, the city fell and the disastrous consequences for the population were already on display.

(AP) ? Iran lashed out Friday at Turkey for requesting NATO to supply it with Patriot surface-to-air missiles to deploy along the border with Syria, denouncing the step by Ankara as counterproductive.

Iranian parliamentary speaker Ali Larijani made the remarks after a visit to Damascus, a show of support by Tehran to its increasingly diplomatically isolated ally.

"The internal crisis in Syria cannot be solved through the deployment of such weapons," Larijani, who is close to the Islamic Republic's supreme leader, said at a news conference in Beirut where he went after leaving Syria.

Turkey's request earlier this week follows several incidents in which violence has spilled across the border from the civil war in Syria, frequently mortar rounds falling a short distance inside. Patriots would be useful in intercepting ballistic missiles ? a much more serious but still hypothetical threat.

NATO said Wednesday it will consider the request "without delay."

The Syrian Foreign Ministry also criticized the Turkish move, calling it "a new provocative step."

Larijani, who met Syrian President Bashar Assad in Damascus earlier Friday, said Iran was seeking a peaceful solution to the war in Syria.

"The difference between us and the others when it comes to Syria is that the others want to impose democracy through weapons," he said. "Iran cannot accept or support such a way."

"I don't think democracy can be achieved through rocket propelled grenades," he added.

Iran is Assad's strongest ally in the region, and anti-government activists accuse Tehran of sending both weapons and fighters to Syria.

Syria's conflict erupted in March 2011 with an uprising against Assad's regime, inspired by other Arab Spring revolts, but quickly morphed into a civil war that has since killed more than 40,000 people, according to activists.

In violence around Syria Friday, Islamic extremists, including members of the al-Qaida-inspired Jabhat al-Nusra group, battled with pro-government Kurdish gunmen in the northern town of Ras al-Ayan near the border with Turkey, activists said.

The Islamic militants entered the town earlier this month and have since clashed almost daily with the Kurdish gunmen. Both factions add to the complexity of Syria's conflict.

When government forces withdrew from Kurdish areas in northeastern Syria in July, they were quickly replaced by Kurdish fighters from the Kurdish Democratic Union Party, or PYD, who would then battle rebels when they pushed their way into predominantly Kurdish areas. The Kurdish group is affiliated with the PKK, rebels fighting for autonomy in the Kurdish-dominated southeast region of Turkey.

The Islamic militants, who are fighting on the side of the rebels, have played a bigger role in the Syrian conflict in recent months and many openly say they want to set up an Islamic state. The opposition is split, with some groups strongly opposed to the influence of extremists.

In Damascus, regime forces shelled the neighborhoods of Tadamon and Hajar Aswad, where rebels and government troops have clashed for weeks, and also raided the central Damascus neighborhood of Bab Sreijeh, arresting several people there, said the Observatory.

In the nearby Palestinian refugee camp of Yarmouk, activists said a bomb blast killed four people and seriously wounded a member of a faction that has backed Assad in the country's bitter civil war.

The explosion late Thursday was a bomb placed under the car of a member of the Popular Front for the Liberation of Palestine-General Command, the Palestinian group said. It blamed the rebel Free Syrian Army for the attack.

Yarmouk has been pulled into Syria's fighting before, most recently earlier this month when clashes in and around the camp killed and wounded dozens.

When the unrest began, the country's half million Palestinians struggled to stay on the sidelines. But in recent months, many have started supporting the uprising although they insisted the opposition to the regime should be peaceful. Others, like the PFLP-GC, stood by Assad. Earlier this month, the PFLP-GC clashed with anti-government Palestinian gunmen in Yarmouk.

Before meeting with Assad, Larijani met with leaders of the PFLP-GC and other pro-Assad Palestinian groups and discussed the latest Israeli-Hamas spasm of violence in Gaza that ended with an Egyptian-brokered truce on Wednesday. He pledged more Iranian assistance to Palestinians there, said Khaled Abdul-Majid, a Damascus-based Palestinian official who attended the meeting.

Speaking in Lebanon a few hours later, Larijani congratulated the Palestinian people for their "victory" in Gaza which he described as a "tsunami" against Israel.

Elsewhere, the Observatory said the body of Syrian novelist Mohammed Rashid Roweily was found late Thursday in the eastern city of Deir el-Zour, nearly two months after he was kidnapped.

State TV said Roweily was "liquidated by terrorists" ? a term the government uses for the rebels. Syrian authorities deny there is a popular uprising in the country and say the rebels are backed by foreign powers that seek to destroy the country.

Ruwiely, 65, was once the representative of Arab Writers' Union in Deir el-Zour and had written several novels. The Observatory said his decomposed body was found along with those of four others, including a retired army officer. All were kidnapped around the same time.

Journalist Bassil Toufic Youssef, who worked for state TV, was shot dead outside his house in the capital on Thursday, the state SANA news agency said.

In other developments, Qatar, which has backed Syria's rebels in the conflict, invited a newly formed opposition coalition to appoint an ambassador to the Gulf state, the Qatari news agency reported.

The broad coalition ? called the National Coalition of the Syrian Revolutionary and Opposition Forces ? was formed Nov. 11 in Qatar under pressure from the United States for a stronger, more united opposition body to serve as a counterweight to the more extremist forces fighting Assad's regime.

The six-national oil-rich Gulf Cooperation Council and the European Union's 27 foreign ministers recognized the Syrian coalition. Last week, France became the first Western nation to officially recognize the council. President Barack Obama said the U.S. isn't ready to recognize the group as a "government in exile" or to arm it.
