First comes love, then comes marriage -- and soon there will be a baby in a baby carriage!?Olivier Martinez and?Halle Berry, who are expecting their first child together later this year, are officially husband and wife, a source confirms to Us Weekly. The couple tied the knot on Saturday, July 13, at Chateau des Conde in Vallery, France.

UPDATE: Sources tell Us that the bride and groom first exchanged vows in a civil ceremony performed by a local mayor at around 4:15 p.m., and then had a religious ceremony in the chapel on the grounds of the Chateau at 5:30 p.m.. Around 60 guests, including Martinez's brother, Vincent, and mother, Rosemarie, were in attendance.?

"White marquees were put up, and everyone was very discreet because it was a show business wedding," a local tells Us of the nuptials, which also made use of several white limousines. "But generally it was pretty down-to-earth."?

Which is not to say it wasn't a great party. Following the ceremony in the chapel, wedding guests enjoyed a celebratory dinner, followed by a fireworks display and dancing. "They all partied long into the night," a source tells Us, noting that the music could be heard until around 1 a.m. local time.?

This is the third marriage for Berry, 46; she was previously wed to baseball player David Justice (from 1993 to 1997) and to R&B singer Eric Benet (from 2001 to 2005). After her second divorce, the Cloud Atlas actress said she'd never again walk down the aisle. But falling in love with Martinez changed her mind.

"She trusts Olivier," a source told Us Weekly shortly after the actor proposed. "He makes her feel safe. He's a keeper!"

Together since 2010, the Dark Tide costars initially kept their engagement under wraps. Us Weekly first broke the news in January 2012, but Berry didn't address the subject until much later. In April of that year, she confirmed to Extra that she and Martinez planned to wed.

"Who knew? I swore marriage off, right?" she quipped. "Never say never, people!"

Community Health Centers Unprepared for Flood of Obamacare Patients

Community health centers expect to sign up millions of newly insured patients under President Barack Obama's health reform law, but U.S. budget cuts just as they need to beef up services may make it hard to keep the newcomers.

The federally funded centers have been a safety net in the nation's poorest areas since 1965, offering primary care and mental health services to 22 million people, more than a third of them without insurance.

When the Affordable Care Act, popularly known as Obamacare, takes full effect on January 1, the 1,200 clinics plan to help enroll many of the newly insured. That campaign is expected to bring 10 million new patients within a year.

But with scant funding to improve their services and level of care, the centers are scrambling to ensure they can keep the new patients. The fear is that, over time, many of the insured patients will look for better service at private practices and hospitals, diverting a fresh source of much-needed income for the centers.

"There's a big competitive reality coming for us," said Don Blanchon, executive director of Whitman-Walker Health, a community health center in Washington. "We're finally getting to the point where this is really about how good we provide care, and it's about outcomes."

That is precisely what worries Raymond Martins, chief medical officer at Whitman-Walker.

"If patients have to wait too long or can't get an appointment, they'll go somewhere else," Martins said. "The care model that the health centers operate sure as hell needs to be able to compete with private practice and hospital-based doctors."

The wait time for an appointment at Whitman-Walker is typically between three weeks to six weeks, but at many other centers it can take months. To prepare for the health reform influx, Whitman-Walker hopes to rent more space, doubling its exam room capacity and tripling the number of dental chairs.

Health center directors said they want to become a preferred provider for patients with options, rather than a last resort.

A provision of the healthcare law provides incentives for them to become registered Patient Centered Medical Homes. A PCMH is a healthcare model in which a team, led by a primary care physician, provides comprehensive care throughout a patient's lifetime.

Along those lines, Whitman-Walker plans to give each patient access to a care team. There are also plans to hire two more medical practitioners and at least one more dentist and dental hygienist. Martins believes the efforts will help build a loyal following.

SPECIALIZED EXPERTISE

Many patients at the community health centers value the convenience of their neighborhood locations and their services for health issues affecting low-income areas, including nutrition counseling and crime victims' support groups.

"I guess I could switch but won't because of the cost and accessibility of coming here," said Adam, a Blue Cross Blue Shield insurance patient who received an HIV test at Whitman-Walker in June. He requested only his first name be used.

Community health centers never turn away patients for lack of insurance. Those who earn up to two times the federal poverty level - amounting to $11,490 for one person and $23,550 for a family of four - pay on a sliding scale or have fees waived.

But the centers are struggling with a more than 5 percent chop to their base funding in March under across-the-board U.S. government budget cuts. That means the centers will be able to serve 900,000 fewer patients and accommodate 3 million fewer visits this year, according to the Kaiser Family Foundation.

There were 400 applications from around the country this year for new health centers under the healthcare law but the budget cuts meant only 25 could be accepted.

The Patient Protection and Affordable Care Act in 2010 earmarked $11 billion over five years to bolster community health centers, but only $3 billion has made it through Congress so far.

That means the centers are counting on enrolling patients having some insurance from Obamacare, whether through government subsidies to individuals who will buy coverage or an expansion of the Medicaid program for the poor.

ENROLLMENT DRIVE

Aurelia Jones-Taylor, chief executive of Aaron E. Henry Community Health Center in Clarksdale, Mississippi, said the clinic is anticipating a 25 percent increase in patients at the beginning of the calendar year.

It is hiring two more employees to help people understand their options in a community where nearly 95 percent live below the federal poverty line, Jones-Taylor said.

The clinic also needs two nurse practitioners and two physicians. It can hire the practitioners but doesn't have the money for new doctors.

Beatrice Bostick, chief executive of Alliance Medical Center in Healdsburg, California, faces a similar situation. The clinic currently sees 12,000 patients a year, and expects that figure to reach at least 14,000 next year.

Bostick said she needs three more doctors, but for now hopes to hire one by September and a second by January.

Her center has ambitious goals for drawing in eligible members. It has two staff members helping people sign up for health insurance and plans to hire two more.

The Department of Health and Human Services has provided a $150 million grant to help the centers explain the new law to patients and sign them up for insurance benefits.

The clinic hopes to enroll half of its community's eligible population by December, three months after people can begin signing up for the government insurance exchanges under Obamacare. It wants to enroll another 60 percent of the remaining uninsured by April 2014.

Many of those who are eligible need help in enrolling, says Dan Hawkins, the National Association for Community Health Center's senior vice president of public policy and research.

"You get folks that work like heck to keep a roof over their heads and put food on the table for their families and don't have a lot of time to go through this stuff," he said.

Florida police looking for a suspect that killed a man in a road rage incident

Tampa Florida. WFTS-TV which is an American Broadcasting Company (ABC) affiliate in Tampa reports the police in Florida are looking for a man who allegedly shot a driver in a Florida highway on Sunday who died as a result of being shot.

The shooting victim is Fred William Turner Junior, 47, of Orlando Florida. Turner was driving on a highway in the Tampa area when he called 911 to report another driver was following him after he left a store moments before.

Hillsborough County Sheriff David Gee told "Good Morning America" while the dispatcher was talking to Turner the dispatcher heard gunshots being fired during the emergency call. The gunman pulled up beside Turner's car, showed him his weapon and then shot him dead.

The police went to the crime scene and they found Turner dead inside his automobile on the side of the highway.

WFTS-TV reports what was the root cause of the shooting remains unclear.

The police are looking for a gray Ford Taurus with tinted windows.

The Department of Transportation reports incidents of road rage have increased 170 percent since 2007. Road rage deaths resulted in more than 1,000 deaths since 2007.

Drivers should learn to control their emotions when they behind the wheel and not perform acts that could end a life or injure someone over a petty incident like being cut off in traffic.

Ford, Egan win literary medals

NEW YORK (AP) ? Richard Ford and Timothy Egan, winners of literary medals presented by the American Library Association, both credit libraries for making their work possible.

Ford and Egan are this year's recipients of the Andrew Carnegie Medal for Excellence for the best works of fiction and nonfiction. Ford was cited for the novel "Canada," narrated by the teen son of bank robbers. Egan won for "Short Nights of the Shadow Catcher," a biography of photographer Edward Curtis, who compiled an encyclopedic archive of North American Indians.

Egan, a prize-winning author and reporter for The New York Times, noted in a recent interview that libraries were a vital part of his research for the Curtis book. Curtis, who died in 1952, had compiled a 20-volume set of his Indian photographs. Few copies exist today, but Egan managed to look through the pictures at the University of Washington library in Seattle.

"It was really magical," said Egan, winner of the National Book Award in 2006 for "The Worst Hard Time," a history of those lived through the Dust Bowl during the Great Depression. "You have to put on these white gloves and look very carefully through this glowing, magical achievement. Libraries, in many ways, are the keepers of our stories."

Ford, a Pulitzer Prize-winning novelist, recalled that he grew up down the street from a Carnegie library in Jackson, Miss. His mother would leave him there at times, considering it a safe place for a child.

"I got an introduction there to what books were, why books were important," said Ford, who now regularly donates books to the library near his home in Maine.

Ford and Egan each will receive $5,000, and finalists each receive $1,500. In fiction, they were Junot Diaz for "This Is How You Lose Her" and Louise Erdrich for "The Round House." In nonfiction: David Quammen for "Spillover" and Jill Lepore for "The Mansion of Happiness." The Carengie medals were established in 2012 and are funded through a grant by the Carnegie Corporation.

LONDON (AP) ? Serena Williams joined a growing list of marquee names eliminated early at this wild and unpredictable Wimbledon.

The defending champion and five-time Wimbledon winner failed to close out a see-saw third set Monday, dropping the last four games to Sabine Lisicki of Germany and losing 6-2, 1-6, 6-4 in the fourth round. The result ended Williams' career-best 34-match winning streak.

It was the latest in a string of improbable exits to jolt the tournament, with defending champion Roger Federer and Rafael Nadal knocked out in the first three days along with Maria Sharapova and Victoria Azarenka.

"I probably couldn't be more disappointed," Williams said. "I think I may have backed off of a success. I was playing something successful. I didn't continue that path. The result didn't go the way it could have gone had I continued to play the way I did in the second set."

Of the two big favorites still in the tournament, second-seeded Andy Murray stayed on course for a second straight final by beating 20th-seeded Mikhail Youzhny of Russia 6-4, 7-6 (5), 6-1, while top-ranked Novak Djokovic played Tommy Haas later.

After dropping the first set, Williams looked to be cruising, winning nine straight games to take a 3-0 lead in the third. The players then traded breaks to give Williams a 4-2 lead, but the American couldn't win another game despite having four break points at 4-3.

Those would have given her a chance to serve for the match. Instead, Lisicki held, broke again, and converted her second match point with a forehand winner.

"I'm still shaking," Lisicki said in a post-match interview, covering her face with her hands to wipe away tears. "I'm just so happy."

Williams said her serve ? usually her main weapon ? let her down in the third set.

"I felt that I was on the verge of winning," she said. "At that point I just was physically unable to hold serve. ... You have to be ready and willing to hold your serve. I wasn't willing or able, probably didn't even want to hold my serve today."

Lisicki reached the semifinals at the All England Club in 2011 but this will rank as her biggest victory at the grass-court Grand Slam. She has now eliminated the reigning French Open champion the last four times she played Wimbledon, having missed the tournament in 2010. She ousted Sharapova in the fourth round last year.

Murray, facing the ever-increasing pressure to become the first British man since 1936 to win Wimbledon, was in trouble in the second set. He trailed 5-2 against Youzhny, a 2012 Wimbledon quarterfinalist, but broke back when the Russian served for the set at 5-4. Then, down 5-3 in the tiebreaker, Murray took the set's last four points. He broke immediately in the third, and cruised from there to set up a meeting with Fernando Verdasco of Spain.

Murray is the only British player left in the tournament, after 19-year-old Laura Robson lost. She couldn't recover from her missed chances in the first set and fell 7-6 (5), 7-5 to Kaia Kanepi of Estonia, failing to become the first British woman in the quarters of any Grand Slam since 1984.

Robson, the first British woman to reach the second week at Wimbledon since 1998, served for the first set at 5-4 but was broken, then led 5-2 in the tiebreaker. She double-faulted at 5-4, with neither serve coming close to going in ? the first one went about 5 feet long and the second bounced into the net.

"I had my chances here and there and I just didn't take them," Robson said. "At that point, I was just trying to will myself to play unbelievable tennis when just making a serve would have been fine. But, as cliche as it sounds, it's all part of the learning experience. The more I get myself into those kinds of situations, the more I'm going to benefit."

Instead of a big headline Williams vs. Robson matchup, Kanepi will now face Lisicki in the quarterfinals.

Former champion Petra Kvitova, last year's runner-up Agnieszka Radwanska and No. 4 David Ferrer all avoided upsets to advance, as did sixth-seeded Li Na of China.

Juan Martin del Potro, playing with his left knee heavily taped after a scary fall in the previous round, beat Andreas Seppi 6-4, 7-6 (2), 6-3. He said his knee was "really painful" but that he hopes it will be better by the time he plays fourth-seeded David Ferrer on Wednesday.

Ferrer overcame another slow start to beat Ivan Dodig of Croatia 6-7 (3), 7-6 (6), 6-1, 6-1. Having trailed twice in the previous round before winning in five sets, Ferrer struggled initially to create opportunities on Dodig's serve and was two points from going two sets down against the Croat. But he dominated the final two sets, breaking Dodig five times and clinching the match with a forehand winner.

Despite Williams' loss, there's still an American woman in the quarters after Sloane Stephens beat 19-year-old Monica Puig of Puerto Rico 4-6, 7-5, 6-1.

On a busy day at Wimbledon with every round-of-16 match to be played, Kvitova was the first to reach the last eight, beating Carla Suarez Navarro of Spain 7-6 (5), 6-3. She will play Kirsten Flipkens of Belgium, who reached her first career Grand Slam quarterfinal by ousting Flavia Pennetta of Italy 7-6 (2), 6-3 ? a year after her ranking plummeted to 262nd because of injuries.

Poland will send two men into the quarterfinals for the first time after 24th-seeded Jerzy Janowicz and 130th-ranked Lukasz Kubot each won five-set matches.

The big-serving Janowicz outlasted Jurgen Melzer 3-6, 7-6 (1), 6-4, 4-6, 6-4, while Kubot defeated Adrian Mannarino 4-6, 6-3, 3-6, 6-3, 6-4. They'll play each other Wednesday with the winner becoming the country's first Grand Slam semifinalist.

In other results, Verdasco beat Frenchman Kenny De Schepper 6-4, 6-4, 6-4, and 15th-seeded Marion Bartoli ousted Karin Knapp of Italy 6-2, 6-3. Radwanska rallied to beat Tsvetana Pironkova of Bulgaria 4-6, 6-3, 6-3.
